This is Rafael Palmeiro's fourth year on the Hall-of-Fame ballot. In my 2013 Hall-of-Fame ballot series, I compared Palmeiro to the other members of the 3,000 hit and 500 home run clubs.

In the 1985 draft, two teammates from Mississippi State University were taken in the first round: Will Clark was taken second overall by the San Francisco Giants and Rafael Palmeiro was taken with the 22nd pick by the Chicago Cubs.

The next table compares their major-league careers.

Both Palmeiro and Clark are in the Hall of Merit. Clark is something of a peak case while Palmeiro is more of a career candidate.

Looking at the above table, that looks about right. Clark's 1988 and 1989 seasons were better than any season in Palmeiro's career and Clark was much more consistently and strongly above average. Over the 15 seasons over which their careers overlapped, Clark had the stronger career, but Palmeiro passes Clark in career pWins over replacement level on the strength of three strong seasons after Clark retired. In theory, there's room for all kinds of greatness in the Hall of Fame: peak, prime, career.
